Ian
Smith OBE
Chief Executive
Ian Smith previously worked in local
government as community relations officer for Greater
Manchester Police Authority, where in 1991, he was made
senior community relations officer, responsible for
lay visiting and consultation.
In the same year, he became secretary
to a steering committee of volunteers, which on 1st
March 1993 became known as ‘the National Association
for Lay Visiting’. Its name change to the ‘Independent
Custody Visiting Association’ in April 2001 coincided
with Ian Smith’s appointment as chief executive.
In March 2003, Ian was presented
with an OBE for 'Services to the Voluntary Sector' by
Her Majesty the Queen at Buckingham Palace.
Ian became ICVA’s first employee
in August 2004 and under his stewardship, the association’s
achievements have ranged from statutory provision for
custody visiting in the Police Reform Act 2002, to numerous
national and international conferences on custody visiting.

Anna
Jarratt
Executive Assistant
Anna Jarratt previously
worked as a scheme administrator for Greater Manchester
Police Authority’s custody visiting scheme and
has been ICVA’s executive assistant since 2001.
Anna plays an integral,
full time role in the day to day running of ICVA –
ranging from the provision of visitor training and scheme
administrator advice to conference organisation and
financial administration.
Actively involved in
the creation of ICVA’s ‘Visit’ software
– which assists police authorities in the administration
and management of their custody visiting schemes - Anna
also developed the current standardised custody visiting
report form.
