At ICVA we believe in
empowering and equipping people to fulfil their roles
to the best of their ability. The organisation places
a strong emphasis on providing regularly updated training,
supported by expert input and the chance to work alongside
experienced visitors in the custody environment. A student
workbook and training review have taken into account
the requirements of all involved, which will be re-evaluated
on an ongoing basis.
This section of the
website explores the independent custody visiting information
and training day, with relevant information, exercises
and models to illustrate the role of visitors and the
visiting process.
Details are provided
of the implications that statutory custody visiting,
the Codes of Practice and National Standards have on
the process. In addition, guideance is included on statutory
legislation in the criminal justice system ie the Police
& Criminal Evidence Act (PACE) and the related Codes
of Practice (in particular Code C), the Police Reform
Act and related Codes of Practice and the European Human
Rights legislation.
To further assist independent
custody visitors in understanding these processes, ICVA
has consulted with the Home Office, the Association
of Police Authorities (APA) and the Association of Chief
Police Officers (ACPO) to advise students on the following
:
• The Codes of
Practice issued by the Home Office and therefore a statutory
requirement on police authorities and independent custody
visitors
• A practice which over a period of time is now
accepted as a National Standard by all involved
• A procedure undertaken by visitors which has
been identified as best practice in a particular area.
These materials should
only be used for distance online learning sessions in
consultation with a scheme administrator.
During the course of this section, student’s workbook
and related video, icons represent the following:
Queries should be discussed
with local scheme administrators, colleagues or ICVA
and on completion, the training programme should result
in the ability to:
• Understand the
development and context of independent custody visiting
• Identify the procedures within a visit and use
any accompanying documents and forms
• Understand the roles and responsibilities of
those involved in the process
• Identify further sources of help and information
to help you carry out the role effectively.
In order to help meet
these learning objectives, the purpose of each training
section is outlined clearly above.
